What is again clear is the lack of balance. Below is a table comparing page lengths of other councils’ policies and the frequency of the use of such inflammatory language as ‘attack/attcking’; ’safety’ and ‘risk’. It makes for informative reading -

If these figures and the quote are correct then this is an appalling indictment of a council whose job it is to protect the interests of all its residents.
Harry, I can assure you that these statistics are authentic and accurate. They have been well researched and vouched for. You call this ‘appalling’ - but what is even worse is that if people bother to go to the actual document on council website, then you will discover what a real ‘mongrel’it is. Rationale and argument is non-existent; the ‘action plan’ is a joke and the entire underlying philosophy is ‘let’s beat dog owners around the head some more’. But the real evidence for the lack of quality is ‘aesthetic’. I’m simply gob smacked that a council can allow something like this into the public domain - it includes spelling and typing errors, and wonderful headings such as ‘Statistical Factual Data’. Sloppy work that should be an embarrassment to those who wrote it and the councillors who accepted it. Did they in fact even bother to read it - or as per usual, simply follow the will of their masters?
